Alright, here is a list of some graphics programs out there and avaliable for use (Latest versions listed):
Non-Free:Adobe Photoshop CS2 and ImageReady Price: $650 More Info: www.adobe.com/products/photoshop/main.htmlDescription: This is by far the best graphics program out there. However, it's kinda expensive. You can find older versions occasionally for about $150+ on ebay (what I did). Jasc Paint Shop Pro 9 Price: $100-$130 More Info: www.jasc.com/products/paintshoppro/Description: This is probably the second best graphics program. It has just as much potential as photoshop, but has less features. It is also a lot cheaper.
Free Ones:The Gimp 2 Price: Free More Info: gimp.orgDescription: Best free graphics program. Don't expect as much as the ones you pay for, however. Loads quickly. Paint.NET 2 Price: Free More Info: www.eecs.wsu.edu/paint.net/Description: A decent free graphics program. It was made by a college senior. Not as good as Gimp, but worth checking out.

I'm not sure. Check around for tutorals. I've never used gimp. Try downloading the manual. gimp.org/docs/
